The purpose of the Transition Finance Council is to drive forward the roadmap and recommendations set out in the Transition Finance Market Review and to establish the UK as the global hub for raising and deploying transition finance. 

Key Publications - March 2026

In late March 2026, the Transition Finance Council published the following key publications:

  • Exposure Draft of the Transition Finance Guidelines – providing a tool for capital providers to identify credible transition finance opportunities at entity-level.
  • Implementation Handbook – offering additional context, guidance, and case studies to support the application of the Guidelines.
  • Policy Briefs – setting out four targeted, market-led recommendations to the UK Government to address barriers to scaling transition finance flows.
  • Year-end Progress Report – outlining the progress made by the Council and UK stakeholders against the recommendations of the Transition Finance Market Review.

Consultation 2025/26

From November 2025 to 30 January 2026, the Transition Finance Council consulted on draft entity-level Transition Finance Guidelines and a new draft Implementation Handbook on how to apply the Transition Finance Guidelines. With the assistance of a working party of cross-association representatives and AREF's ESG & Impact Investing Committee, AREF submitted a response to the consultation.
